After two years living at City Hall Suites, I can not recommend these apartments enough to you. We initially found this location because it was just a block from the station, with trains frequently stopping here on the R5 to Philadelphia, making for a very easy commute.
P.S. You will also get a full refund for any State and Local taxes you pay while you live here. Just do a little research into the "Residential KOZ". It really was very easy, and it certainly subsidizes any rent you pay.
This area is surprisingly quiet at night, and this former City Hall offers both excellent security and a very pleasing decor. Suites are available in various configurations, with one or more bedrooms, and with mezzanine arrangements to overlook your lounge/dining area. The very fact this building was once the center of government for the city means everything was built on a scale you don't often find elsewhere. We especially liked the very high ceilings and the beautiful art deco atheistic.
Lastly, and this part is far more personal to me than just any specific building in the city, we have met some truly great people in this community, so much so that we now own our home right here in Chester. There are numerous projects thriving in the city, but more to the point: In over 700 days of living in our apartment we have never seen even a single incident that would imply this city wasn't a safe place for us to live. I only wish we could say the same for our time living in other parts of Pennsylvania. I have no connection to either the City of Chester, or City Hall Suites.

Please do not allow yourself to make the mistake of judging a place you have never actually visited. I'd highly recommend you see this building for yourself.
